How do I publish an obituary in a Vancouver newspaper?

What are the rules for scattering ashes in Washington?
Ashes may be scattered on private land with permission from the property owner. Scattering on public land, including National Parks or state-managed uplands, requires prior approval from the appropriate agency. Remains should be scattered at least 100 yards from trails, roads, waterways, and buildings. Markers and publicity are not permitted.

Ashes may also be scattered in the Columbia River or at sea beyond the three-mile limit, in accordance with EPA regulations. Sea scatterings must be reported to the EPA’s Region 10 office within 30 days.
